[Bug 191262] [NEW] Net-retriever does not respect debconf keys of mirror/universe and mirror/multiverse

Public bug reported:

Binary package hint: net-retriever

Per bug #191224, net-retriever will not install packages from universe
or multiverse, even if mirror/universe or mirror/multiverse is true.
This is contrary to the documentation at help.ubuntu.com.

Incorporation of the attached patch will also close #191224, since
rdate-udeb is in universe and clock-setup depends on it.
