Well, the upstream discussion is quite stale. In the meantime, I've
created a PPA with a very straightforward patch. No configuration
options are added, just the function for scrolling on task list is
completely disabled. No more, no less.

Log out after installation to activate the changes.

Only Karmic and Jaunty are supported at the moment. Just drop me a line
if you want another release to be added.
