How to change is.archive.ubuntu.com

The current mirror behind is.archive.ubuntu.com has been experiencing
intermittent operational issues for several weeks (since mid summer).
The mirror is run by the Iceland Academy of the Arts (www.lhi.is).
Another country level mirror run by Síminn, a local telecom/ISP [0],
has proved to be stable, and there have been discussions on local
mailing lists on whether we could request that is.archive.ubuntu.com
would be pointed towards speglar.simnet.is.

How would we go about that?

The mirror's registered owner is copied in on this message, and has
given this his blessing.
