[ubuntu-mono] [Bug 41424] banshee shouldn't have hard dependency on gst-plugins-ugly

Description:
The banshee package in Universe has a hard dependency on gstreamer0.10
-plugins-ugly, when it work fine without that package installed. If it
were demoted to "recommendeds", it would be possible to install Banshee
without having the -ugly plugins installed.
