[ubuntu-mono] [Bug 54598] Unacknowledged metacity dependencies

Public bug reported:

Thanks to the introduction of the GUI designer in MonoDevelop 0.10 the
Ubuntu Dapper debs (0.10-0pre1ubuntu6) now have unacknowledged depencies
on both metacity and libmetacity-dev. The current Edgy release
(0.11-1ubuntu2) partially fixes this by requiring libmetacity-dev, but
still fails to require metacity.

If MonoDevelop is installed without these debs present the UI designer
fails to function (sometimes crashing MonoDevelop, sometimes just
spewing errors to the console and not providing Source Code and Designer
buttons below the source view). This arises because the designer fakes
window manager decorations around designed windows, and uses metacity
libraries (from libmetacity-dev) and style settings (from metacity) to
draw them.

This is problematic for users of kubuntu or xubuntu, who don't normally
have these metacity debs installed.
