Steps to reproduce

1) Have a picasaweb account and a few pics stored in f-spot
2) Select some pictures
3) Open the Export to PicasaWeb dialog via Photo > Export to > PicasaWeb...
4) Click Add in the Album fieldset to create a new album
5) Enter the album's name
6) Hit the return key

Expected: 
Album's name is applied and new album is created.
Hint: Canceling with the Escape key works as expected.

Actual result:
Nothing happens.
You need to use the mouse or the accel key to finish adding the album.
