[ubuntu-mono] [Bug 498066] [NEW] provide a fallback for lack of application indicator support

Binary package hint: tomboy

The libappindicator patch to tomboy doesn't provide any fall back to the
original status icon. We should detect for interest from the indicator
(if it is present) and if not, fall back to displaying the status icon.
