I can answer for that: yes, it happens every time.
Reading the upstream bug report, it seems that Novell fixed the bug by fixing the mono System library:

Bug description:
  Binary package hint: thelastripper

The Last Ripper is unusable on Maverick because when trying to tune in to last.fm we get this error:

(TheLastRipper:7512): Gtk-WARNING **: Failed to set text from markup due to error parsing markup: Error on line 5 char 139: Odd character '>', expected a '=' after attribute name 'unknown' of element 'filename'

and then a blank dialog appears.

Upstream bug seems to be this one:

and if I understand well the problem is a bad mono library.
