Just for curiosity, do you use Ubuntu Netbook or Desktop Edition? I
tried to reproduce it here locally with 1.9.x release and works fine for
me.

Bug description:
Binary package hint: banshee

I've tried banshee, rhythmbox, movie player.  so possibly a gstreamer issue?  none of the seek bars in these applications work or let me grab the bar and slide it when something is playing.
