For other Canadians who experience this, here is my reply from Amazon,
received today by email:

I’m sorry but due to requirements from our MP3 music providers, MP3
downloads are currently not available on our Amazon.ca.

At this time MP3 downloads are currently only available to customers
located in that website's host country.

MP3 downloads from Amazon.com are available to our customers in the
United States, United Kingdom, Germany, and France at:

http://www.amazon.fr/mp3

We work to constantly expand and improve the selection of products and

  When you click on the Amazon mp3 store in the sidebar, it takes you to
  the wrong page on Amazon. All that is available there are CD's. The
  correct link to the mp3 store is: http://www.amazon.com/MP3-Music-
