No, this is a compiz issue. Focusing and raising windows are done by
Compiz entirely. As far as I know, an application can only request for
attention by setting some WM property. Then the window manager decides
what to do with it.

Bug description:
  Binary package hint: banshee

  Scenario: I am using Firefox and decide to open up Banshee to navigate
  my library to change tracks. I open it from the sound indicator and it
  pops up. I decide against it after all and decide to close it to get
  back to work. As both applications are maximized they both have the
  close button in the Unity panel. Banshee was brought forward but not
  actually focused so I end up closing firefox accidentally.

  I have made a video demonstration for ease of comprehension.
