I'm from Germany where you can still listen to last.fm channels for free
(see FAQ). But when I tune in, there is a message in Banshee, that tells
me, I have to pay to listen.

FAQ:
What if I live in the US, UK or Germany?
If you live in one of these three countries, you can listen to Last.fm Radio via the website, or the client, for free.

  When trying to listen to my lastfm chanels I am unable to. I get an
  error saying I must be subscribed to the chanel I am trying to listen
  to. I am subscribed to personal radio and neighborhood radio but still
  can't listen to them.
