Reviewed/updated packages notifications on REVU

Hello Ubuntu lovers 

After our talk on #ubuntu-meeting last time, sistpoty has been working hard on 
REVU so notifications are sent when packages are reviewed or updated.

The system now works and sends the notifications to motu-reviewers at tauware.de.

You can subscribe to this list at 
http://tauware.de/cgi-bin/mailman/listinfo/motu-reviewers .

In order to not spam the universe-bugs at t.t.d list with notifications, 
motu-reviewers at t.d has been unsubscribed from it, so you need to subscribe to 
motu-reviewers at t.d to get the notifications.

Let this be known to the packagers aswell so they can check when their 
packages are reviewed.
