UVF Request: Update to kernel-patch-speakup

I am requesting that the kernel-patch-speakup be updated from 20040506 
to 20051229. This package, just like the previous version, is a CVS 
snapshot of the Speakup screen reader. The version currently in universe 
can be patched against 2.6 kernels, but only up to 2.6.12/2.6.13. Newer 
kernels need the newer CVS snapshot. It supports 2.4 kernels, however 
these kernels will likely not work as well with dapper.
