[Bug 114441] Epiphany does not support the XHTML 1.1 ruby tag

notice Ruby tags are ignored.  This works in IE and can work with a
plugin in firefox ( http://piro.sakura.ne.jp/xul/_rubysupport.html.en ).
Ruby is part of the XHTML 1.1 standard.
