[Bug 220222] [NEW] no obvious way to reload userContent.css in running firefox

Public bug reported:

Binary package hint: firefox-2

if i know some stylesheet has changed i can reload or force reload the
page and see new stylesheet take effect.

except for userContent.css. if i change this stylesheet and reload or
force reload a page nothing changes. if i restart firefox and load the
page again i see the result of the modification. if i'm not satisfied
with it i'd cahnge userContent.css again and have to restart the browser
again.

this behaviour is inconsistent.
