Yes, this is a true dialog box.  (I have not seen a cookie-related
yellow notification pane--should I be seeing one?)

The dialog box opens over the browser window, in the usual way.
However, the focus in the underlying window switches to the newly opened
tab, instead of remaining on the original tab.
