The best work-around is to press Ctrl-0 to reset the zoom.

Appears to be related to the size of the image, not to the image format.
I converted the format of several images between jpg, png, and gif, and
the same image sizes caused issues with all 3 formats.  (Though in some
cases the offset was different.)

Here are some image sizes with issues:
705x99
720x350
500x500
253x253
