Public bug reported:

I performed an full system upgrade in Hardy, now being fully up-to-date
(including the fix to the broken libc6 in 2.7-9ubuntu2). A reboot was
required, and after logging in again, firefox 3.0~b3+nobinonly-0ubuntu4
would not start. On the CLI, I get the message from the subject.
