[Bug 202401] [NEW] Disable mouse horizontal-scroll -> back/forward actions

Public bug reported:

Binary package hint: ubufox

On some touchpads, the strip along the bottom causes horizontal
scrolling events.

These horizontal scrolling events are mapping to "Back/Forward" in
Firefox.

As use of the touchpad is a very frequent operation, accidentally
sending a 'Back' event can lead to user data-loss and confusion over
what has happened to their session.

We already currently disable middle-click-paste in the main area of the
screen for the same reason (page-changing with no immediately obvious
reason why).

Horizontal scroll should only be mapped to horizontal scrolling in
Firefox, and not mapped to Back and Forward.
