[Bug 209593] [NEW] ship obscure tool to allow administrators to setup obscured .cfg files

Public bug reported:

Binary package hint: xulrunner-1.9

now that bug 139543 is fix committed we should add the obscure tool from
firefox 2 branch and ship that as part of xulrunner main binary package.

This is essential for administrators to setup locked prefs in an
obscured .cfg file.
