[Bug 227133] [NEW] Link title attribute incorrectly remembered

Public bug reported:

Binary package hint: firefox-3.0

Suppose you have a link with a title attribute (call this Link A), and
you place your mouse over it. After a moment the text within the title
attribute pops up in a yellow box. All fine so far. Then place your
mouse over any other link which doesn't have a title attribute. The
title from Link A is displayed, no matter which link you mouse over.

The real bug is displaying a link title at all, when none is specified
by the link. The manifestation is that it displays the title from
whatever link was the last one you moused-over which had a title
attribute.
