[Bug 287143] [NEW] about:rights should be localized

Public bug reported:

Binary package hint: firefox-3.0

The first you run firefox in a fresh system you get the bar "Know your rights". 
When clicking the about:rights page is shown.

Both the bar and the about:rights are always in English, no matter the
language of the system.

This should be localized, as it contains sensitive information.
