Just wanted to let you know that this still happens for me on Ubuntu
8.10.

This time I tried different scenario. I didn't close the window with
extensions homepage opened. I clicked "skip" in the extension windows
and as expected a dialog window asking if I want to restore previous
session showed up. Unfortunately when I chose to restore, an empty
window appeared.
