[Bug 396929] [NEW] ctrl+q should not quit, because its next to ctrl+w close window

Public bug reported:

It is very easy to hit ctrl+q instead of ctrl+w and close all for
example 20 tabs in 4 windows at once.

Or perhaps: allow ctrl+q but ALWAYS for confirmation?  In addition ask
on closing multiple tabs, but that warning can be disabled.
