[Bug 429937] [NEW] plugin alternative wizard not available if there is no plugin content detected

Public bug reported:

Binary package hint: ubufox

plugin alternative wizard should be available through Tools menu even if
there is no plugin content detected on the current side. Rational:
alterantive wizard works well for "all plugins" use case and it works
around bugs like bug 297427 where flashblock prevents ubufox from
detecting plugin content.
