I just checked, and xpinstall.enabled is indeed set to true.

Another (possibly related?) bug: when trying to install an addon, the
bar with the message "Firefox prevented this site (addons.mozilla.org)
from asking you to install software on your computer", appears at the
top of the page, as it should. However, even though I click allow,
Firefox does not preserve this setting in Preferences -> Security ->
Exceptions when I try again, either in the same session, or after
restarting.
