i will bump the importance up to medium on it. 
can you please test with 3.6 in Lucid,  
I am unable to reproduce this bug with latest 3.6 version that we have in our daily repo.

I clicked on Firefox icon while having one already open and it opened
fine. I also don't get it any other way since 3.6
