[Bug 653744] Re: absent minimize/maximize buttons

this is now a serious problem. I have an unusable system.I can get the
bottons in FF by pressing F11 ( full screen) and then F11 again and they
appear at the top of the browser and work. But i have no buttons on
office apps ,Eclipse PDT IDE , Midori browser, F-spot.

On addition the  panel disappears if hidden and doesn't come back when
unhidden.Im going to have to nuke this soon and start again as its a
machine I use fairly regularly.
