[Bug 667462] [NEW] Configurable proxy for the installer

Public bug reported:

Binary package hint: flashplugin-nonfree

The installer should have a debconf option for setting a proxy, or at
least a configuration file somewhere.

Currently many upgrades on our campus are broken due to the flashplugin-
nonfree postinst failing.

If Adobe's licence of flash to Canonical permits it, distributing the
blob in the package (as on partner) would be preferable.
