[Bug 1009679] [NEW] drag&drop stops working after dragging folder on bookmark toolbar

Public bug reported:

I have a folder on the bookmark toolbar
when i start firefox and drag an url to the bar it works. when i drag a bookmark to reorder them it works.
whne i drag the folder to move it to another position on the toolbar it does not move.
after that nothing can be dragged anymore until i terminate ffox and start it again.

i tried restarting ffox in save mode - same bahavior.

i install updates regularily.
ffox is 12.0
