This bug can be easily reproduced using a Kubuntu live CD.
I used kubuntu-13.04-desktop-amd64.iso with usb-creator.

Firefox is not pre-installed on the image but it can be added using an assistant in Muon.
For some reason Muon installs Firefox 20 instead of Firefox 24.
Files downloaded with Firefox 20 get group permissions (-rw-rw-r--).

After updating the package lists and installing again, Firefox 24 is available.
Files downloaded with Firefox 24 don't get group permissions (-rw-------).
