[Bug 1320004] Re: compare-locales missing as build dependency for firefox

There is a stage in the build process later on where it decides to
compile and install an included version of
compare_locales-0.9.5-py2.7.egg to $HOME/py-lib and $HOME/py-bin. The
build package process should not be doing this.

~/py-lib $ ls -ltr compare_locales-*
-rw-rw-r-- 1 simon simon 53212 May 15 22:08 compare_locales-0.9.6-py2.7.egg # the version I installed
-rw-rw-r-- 1 simon simon 57531 May 15 23:00 compare_locales-0.9.5-py2.7.egg # the included version that the build process installed
