[Bug 1321436] [NEW] ssl_error_bad_cert_domain on attempt to report a fraud attempt of a web page

Public bug reported:

This case occurs with a german language package.
Open a web page, decide it's suspicious, go to drop down 'Help' menu and open the dialog about reporting an attempted fraud of the web page.

As a result it opens a generic page which complains about https://de
.phish-report.mozilla.com untrusted connection. (screenshot)

It was tested with two web pages, one in german the other english.

## This one was about to be reported because WorldIP assumes DNS-spoofing
