[Bug 1651289] [NEW] reader mode causes popping/static in audio

Public bug reported:

When playing a video/music off of a website in firefox and I go to a
different tab and try and use firefox's reader mode, it causes static to
appear in the audio for about 10 seconds, after which the problem
corrects itself and further uses of reader mode do not cause more
static.
