[Bug 1726413] [NEW] Can't install flashplugin-installer in Zesty (maybe others too)

I am trying to install flashplugin-installer amd64
27.0.0.170ubuntu0.17.04.1

When I try: sudo apt install --reinstall flashplugin-installer

I always receive this message:

W: Download is performed unsandboxed as root as file '/var/lib/update-notifier/package-data-downloads/partial/adobe-flashplugin_20171016.1.orig.tar.gz' couldn't be accessed by user '_apt'. - pkgAcquire::Run (13: Permiso denegado)
...

Then Flash is not working in my browser(s)
