Overlay Scrollbars in CSS

Hi,

I just wanted to get this idea out there.

Has anyone considered making overlay scrollbars (or at least something
like it) work in Firefox by writing in CSS alone?

I don't know anything about CSS but I edited a Stylish extension to
mimic the overlay scrollbar as much as I can (and I like the look). It
doesn't do anything different on hover, but its a start and I feel
like someone could finish it in a few hours.

I understand this isnt the most elegant solution, and the tab thing
that should appear on hover will probably always be inside the frame
of firefox, but it may be a quick way to bring more consistency.

I have attached the Stylish userstyle.
