Ok, so as soon as I post to the list, I figured out a couple things.
I went ahead and reinstalled linux-firmware-nonfree, and have the
xc3028-v27.fw file. The trick is to insert the usb tuner after the
system reboots. Then things appears to load properly.
I'm still seeing the "Modulation set to unsupported value" message.
Don't know if that's significant or not. When I scan for channels
(broadcast), some show no signal, and others show no channels. Perhaps
my antenna signal is simply too weak?
