[ubuntu-mythtv] 13.10 Saucy upgrade fails to start Mythweb and Apache 2.4

I was about to file a bug report on this, but I thought I would bring it
up here first because I am not sure if it the recommended method to
solve the issue. This is my first upgrade to Apache 2.4 and this
particular server only allows access from the LAN. I need to do some
more reading and testing before upgrading other production web servers
to Apache 2.4.
Have the MythTV developers a plan to fix this? Or perhaps fix it
upgrading to the next LTS?
# service apache2 start
* Starting web server
apache2
*
* The apache2 configtest failed.
Output of config test was:
AH00526: Syntax error on line 30 of /etc/apache2/sites-enabled/mythweb.conf:
You may not use 'Options +All' or 'Options -All'.
Action 'configtest' failed.
The Apache error log may have more information.
Line 30 of /etc/apache2/sites-enabled/mythweb.conf:
Options -All +FollowSymLinks +IncludesNoExec
Removing the -All allows Apache to start.
