Since this is a build-time / test-time dependency only, I'm going to go
ahead and pre-promote this to main while the MIR is still under review
in order to unblock cinder (and thus, unblock openstack from getting
into wily, and with it sqlalchemy which is tied up in the python3.5
transition).

Dependency for cinder; tgt is still the preferred iSCSI solution for Ubuntu, but patching out the support in cinder for rtslib has become increasingly complex - so we'd like to have this in main just for unit testing; the runtime dependency will remain a suggests.
