This bug was fixed in the package glance - 2:11.0.0~b2-0ubuntu2

Status in glance package in Ubuntu:
  Fix Released

Bug description:
  The sample json files provided in etc/metadefs/ are not installed in
  the .deb, making it more difficult to import these files using
  "glance-manage db_load_metadefs".

  This command could be called in postinst to automatically load the
  metadata definition.
