[Bug 1499510] [NEW] In Kilo Upgrade python-novaclient to 2.23

Public bug reported:

2.23 included 2 high priority fixes which will make the nova client not
very useful for those cases.  The one I'm particularly running into now
is 1430935, but does it make sense to just SRU them all together?
