Discussed with Ceph developers and they think that Wednesday 20th is the
likely date for the final release of Ceph Jewel; might be before then
but that depends on how final testing goes upstream.

I suspect that this probably means a 0 day SRU...

Bug description:
  [Rationale]
  The Ceph release target for Ubuntu 16.04 is the next stable release, Ceph Jewel (10.2.0 release).  This will be released in advance of the 16.04 release date.

  Right now we have an interim development release in the release pocket
  (10.0.3) and unapproved upload awaiting entry into proposed (10.0.5)
  and I'm updating packaging and testing the first RC for Jewel
  (10.1.0).

  Obviously we don't want to ship 16.04 with a development preview of
  Jewel.

  [Testing]

  Each development release/RC/release version will be tested in
  conjunction with OpenStack via PPA prior to upload to Ubuntu.
