Xenial will have 10.1.2 for release (which is the final RC for Ceph
Jewel); 10.2.0 (Jewel initial release) is due the same week as Xenial
releases; package build and testing will take ~1 day so proposing that
we work through that process via PPA as we have done for the two other
RC's and then upload as a early SRU for 16.04.

Bug description:
  [Rationale]
  The Ceph release target for Ubuntu 16.04 is the next stable release, Ceph Jewel (10.2.0 release).  This will be released in advance of the 16.04 release date.

  Right now we have an interim development release in the release pocket
  (10.0.3) and unapproved upload awaiting entry into proposed (10.0.5)
  and I'm updating packaging and testing the first RC for Jewel
  (10.1.0).

  Obviously we don't want to ship 16.04 with a development preview of
  Jewel.

  [Testing]

  Each development release/RC/release version will be tested in
  conjunction with OpenStack via PPA prior to upload to Ubuntu.
