Seems that you are not authorised to get the magnum-service, this would happen if the user configured by openrc is not an admin.
Please check that the user used is admin (not demo or something else).

  Invalid

Bug description:
  With devstack setup, `magnum service-list` gives an "ERROR: Policy
  doesn't allow magnum-service:get_all to be performed (HTTP 403)", but
  I was unable to find any references to this on the web. This error is
  seen when the user does not use admin credentials for listing the
  services.

  Therefore, It would be a good idea to include this in error in
  troubleshooting session.
