James, I was unable to reproduce this issue so I'm inclined to close it
unless there's more detail available.

Bug description:
  Error on Ubuntu 15.04 when I try "apt-get install openstack-
  dashboard", I have an error

  dpkg: packet processing error openstack-dashboard-ubuntu-theme (--configure) :
   the package openstack-dashboard-ubuntu-theme is not ready for configuration
   configuration impossible (current state « half-installed »)
  Errors were encountered while processing :
   openstack-dashboard-ubuntu-theme
  E: Sub-process /usr/bin/dpkg returned an error code (1)
