This appears to only affect the UCA version of glanceclient, not the
upstream version.

  Confirmed

Bug description:
  python-glanceclient                 1:0.14.0-0ubuntu1~cloud0

  If unauthorized user run any glance commant, it reports:

  $ glance image-create
  global name '_' is not defined

  This bug is only in juno version (ubuntu-cloud-archive), not
  reproducible in current git head.
