Based on the timing of this change vs what upper-constraints was at
around that time, I think the breaks/replaces lines were changed on
accident.

Status in python-oslo.db package in Ubuntu:
  New

Bug description:
  This means for one thing that they can't be co-installed, so python-
  neutron-lib which build-depends on both ftbfs now.

  The breaks/replaces appeared in http://paste.ubuntu.com/25064906/
  possibly as a result of overzealous search/replace? Anyway, I'm pretty
  sure they're wrong.
