This bug was fixed in the package rally - 0.9.1-0ubuntu2

Bug description:
  Kolla master CI for ubuntu binary images has been broken for a few
  weeks.

  Finally managed to find the root cause.

  python-neutron-vpnaas and python-rally packages depend in python-
  sqlalchemy.

  Both packages hardpin to python-sqlalchemy (<< 1.1) causing
  unresolvable dependencies while installing.

  python-sqlalchemy package provided by ubuntu pike repository [0] is
  1.1.9+ds1-0ubuntu1~cloud0
