I have tested and verified that the horizon 9.1.2 package fixes the
issue highlighted by bug 1666827

  New point release for Openstack Mitaka running on xenial:

  keystone 9.3.0
  horizon 9.1.2

  Updates will undergo the normal deployment and functional testing

  OpenStack).
